Either way, we all want changes to be reflected quickly without some long-winded process. This is called a Dynamic Website. Desktop and Mobile versions should instantly reflect any updates.
Be aware that there are a lot of web designers that make pretty websites that only they are able to update for you. This inevitably means ongoing costs and tie-ins to their services. They may even argue that by directly publishing website pages instead of using a CMS makes them faster and more efficient.
